BIOGRAPHY

Guillermo is an International Energy Transition Advisor at Earthjustice, an international public interest environmental law organization. He has over 20 years of work experience in the energy sector at national and international levels.

Before Earthjustice, from 2013 and until 2019, Guillermo served as National Commissioner at the Energy Regulatory Commission (CRE) of Mexico. For three of those years, he was also Vice-president of the Iberoamerican Association of Energy Regulators (ARIAE). He also has held leadership positions at the Federal Commission of Electricity, Energy Ministry of Mexico, PEMEX and the Federal Competition Commission of México.

Guillermo holds law degrees from both Mexico and Spain, has a Master Degree in Economic Regulation from the London School of Economics, and a Master Degree in Laws from the University of Chicago.
